What is OpEx?
A methodology with a track record, redesigned for education.
Operational Excellence (OpEx) is a proven methodology that industry has relied on for decades to help organisations work at their best.
It is defined as “the cultural transformation and technical enablement of an organisation that allows it to perform optimally and achieve its strategic objectives”.
Schools and trusts are increasingly sophisticated in the execution of complex operational functions. However, the evidence tells us that the interconnectedness of functions and the coherence of systems and processes are not always well understood. This leads to duplication, unnecessary effort and suboptimal resource management. Operational excellence brings that coherence.
So that education can benefit from what industry has been doing for decades, we commissioned research to establish how operational excellence applies to schools and trusts. The result is OpEx for Education™: an operational excellence framework fully contextualised for the sector.

CEOE Solutions Hub services are underpinned by the OpEx for Education™ framework.
It defines what “good” looks like across ten clearly articulated operational domains, providing a shared language and a consistent standard for excellence.

OpEx Review Process
Built upon the OpEx for Education™ framework, an OpEx Review is a strategic assessment of how your organisation operates.
It provides an independent, evidence-based evaluation of operational maturity and organisational effectiveness.
The review examines the systems, processes, structures and ways of working that underpin educational success across central functions, including Finance, HR, Technology, Estates, Procurement, and more.
It is carried out by CEOE OpEx for Education™ Consultants, combining world-class operational excellence expertise with extensive experience of organisational transformation.

This work subsequently evolved into the OpEx Review, with pilot participants helping to shape and refine an assessment that establishes an organisation's operational maturity baseline against the Framework and supports a continuous improvement journey delivering lasting impact.
