Rebecca Beaver
Rebecca is a is a nationally recognised strategic and operational leader with over 37 years' experience across commerce, local government, the voluntary sector and education. After beginning her career at Toyota, she developed expertise in continuous improvement and operational excellence before moving into education in 2004. Since then, she has combined commercial discipline, public-sector insight and sector knowledge to help schools, trusts and education organisations improve performance, strengthen financial sustainability and deliver lasting improvement. She specialises in translating strategy into practice, helping organisations reduce waste, strengthen capability and maximise impact for pupils and communities.
As Managing Director of RBMA Consultancy Ltd, Rebecca has supported more than 180 schools, academy trusts and education providers through independent reviews and programmes commissioned by Local Authorities and the Department for Education (DfE). Her work has strengthened operational efficiency, governance, workforce planning, service design and organisational capability. She contributes to national research, speaks regularly at national conferences, chaired the 2026 National School Resource Management Summit at the QEII Centre, Westminster, and will deliver the keynote, Why Operational Excellence Matters Now, at the Institute of School Business Leaders (ISBL)'s Operational Excellence Insights event.
Rebecca is an ISBL Fellow, member of its Operational Excellence research and training team and ICFP Threshold Advisory Group, and a DfE-accredited School Resource Management Adviser (SRMA). She was the first person accredited by ISBL as a Strategic Level Practitioner of Operational Excellence in Education, received the ISBL CEO Award for Exceptional Contribution to School Business Leadership, and authored the Strategic Planning and Operational Leadership module for the DfE Regional In-Person Training Programme, which she delivers nationally.
As an SRMA, Rebecca has supported schools, trusts and local authorities, contributing to programme-wide financial improvements, including almost £200m of reported savings over two years. She also served as West Midlands Regional Team Leader, leading adviser accreditation, quality assurance, mentoring and professional development. Rebecca has led complex transformation programmes, including service policy reform and DfE-commissioned independent reviews, helping organisations build the leadership, systems and culture needed to achieve sustainable improvement.
