Will Jenkin

Will is a Transformation and Business Change Programme Leader with over 25 years’ experience improving operational effectiveness across government and industry. Today, Will works in fractional and advisory roles, collaborating with CEOE to support educational organisations. He supports academies and trusts to evaluate and improve operational effectiveness, helping leaders make informed decisions and strengthen organisational performance.

Will’s approach is collaborative, transparent and evidence-based. When assessing or reviewing organisations, he focuses on collaborative problem solving, providing clear, data-driven insights that equip executive teams and trustees to make high-value investment and strategic decisions. He also ensures that operational reviews and Target Operating Models (TOM) take the user on a journey, fostering authentic engagement and buy-in at all levels of the organisation.

  • He hasDeveloped Target Operating Models and process changes across multiple complex organisations. At the Planning Inspectorate, he led Strategic and Outline Business Cases (SOC/OBC), delivering £14 million in operational benefits.

  • As Chief Operating Officer (COO) within the Transformation Directorate at the UK Space Agency, he successfully steered a Government Major Projects Portfolio (GMPP) £100 million programme from a 'Red' to an 'Amber-Green' delivery status, whilst securing approval for a £34 million benefit-realisation business case.

  • He has programme managed the complex integration of merging regional Probation Offices, successfully aligning disparate technical strategies, consolidating differing operational processes, and driving key efficiency savings.

  • He developed a five-year roadmap for the Bank of England Payments Division, shaping future their delivery capability.

  • As both consultant and Intelligent Customer, he managed major consultancy relationships to maximise value and accountability for public funds.

Will is a Certified Government High-Risk Programme Reviewer and has led major business and technology transformation programmes across multiple Government Departments, developed programme assurance and maturity assessment frameworks, and helped SMEs adopt and gain greater value from AI.
